The Cabinet Secretary for Health and Wellbeing today announced the reappointment of four Members to the Care Inspectorate Board.
The Care Inspectorate is the independent scrutiny and improvement body for care services in Scotland. It was established in 2011 and took over the functions of the former Care Commission, Social Work Inspection Agency and child protection unit of HMIE.
Mike Cairns – brings to the board extensive experience as a social work practioner and manager in local authorities in Scotland and England. Mike also brings experience from his role as Director of Age Concern Scotland and Director of RNIB Scotland. Mike was seconded from RNIB to the Scottish Government from 2004 to 2007 to co-ordinate a review of community eye care services in Scotland. Mike was also a Member of the Board of the Scottish Social Services Council (SSSC) from 2008 to 2012.
Ian Doig - was appointed to the Care Inspectorate Board in 2012 and brings wide experience he has gained from board appointments with a range of organisations, including SEPA, Scottish Social Services Council, National Records of Scotland and the National Trust for Scotland. Skills and experience he brings include development of strategy, financial management, audit committees, risk management and supporting continuous improvement. He is committed to maximizing the public value and effectiveness of public services, their accountability and delivering best value from limited resources. Ian is experienced in developing partnership working between public services, at the interface between public, private and charity sectors and with professional bodies. Professionally, he is a qualified accountant and an admitted member of the Chartered Institute of Public Finance and Accountancy (CIPFA) and of the Chartered Association of Certified Accountants (ACCA). He previously held senior executive posts in financial management, including CIPFA Director for Scotland and Finance Directorate posts in a range of local authorities.
Cecil Meiklejohn - is the main carer for her partner who has a chronic health condition which has affected his mobility and resulted in him being wheelchair dependent. She has worked within the voluntary sector with disabled people to design and develop their own services. In her working life she has worked within local government as a service provider, assessing people with particular needs and delivering appropriate intervention mainly housing adaptations, advice and information. She has experience of working with committees, scrutiny and governance, and have recently been appointed to the Mobility and Access Committee for Scotland. Cecil brings to the board skills in analysis, engagement and listening along with extensive experience as both a carer/user and as a provider of services.
David Wiseman - brings to the board experience from his previous role as Head of Older People’s Services, South Lanarkshire Council, and previous Director of Strategic Services and Depute Chief Executive of the Care Commission. David brings strong skills in analysis and challenging constructively and strategic business planning experience and knowledge of risk based approaches to scrutiny.
The reappointments will be for four years and will run from March 1, 2015 to February 28, 2019.
The reappointments are part-time and attract a remuneration of £161 per day for a time commitment of two days per month.
Mike Cairns does not hold any other ministerial appointments.
Ian Doig is a Management Board Member and Chair of Audit Committee with the National Records of Scotland for which he receives £225 per meeting for a time commitment of two days per month. Ian is also an Audit Committee Member with the Scottish Court Service for which he receives £1,200 per annum for a time commitment of one day per month. Ian is also a Trustee Board Member for which he receives no remuneration for a time commitment of two days per month.
Cecil Meiklejohn is a member of the Mobility and Access Committee for Scotland for which she receives £100 per day for a time commitment of one day per mont
David Wiseman is a trustee/director of the residential forum (a UK charity) for which he receives no remuneration for a time commitment of one day per month. David is also a board member of The Institute for Research and Innovation in Social Services for which he receives no remuneration for a time commitment of one day per month.
The reappointments are regulated by the Commissioner for Ethical Standards in Public Life in Scotland.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.
Cecil Meiklejohn is currently an elected member within Falkirk Council and a Scottish National Party (SNP) group leader. Cecil also holds office as a Branch Secretary and has held a number of other roles such as local agent in National Elections. Cecil has also actively campaigned on behalf of the SNP.
Mike Cairns, Ian Doig and David Wiseman have had no political activity in the last five years.
